Fall Protection Plan South Africa
A Fall Protection Plan is a documented plan for work performed from a fall-risk position. It must address the actual locations and tasks, the procedures and methods used to eliminate or control fall risks, and the rescue arrangements required if a fall incident occurs.
A generic one-page statement is not an adequate Fall Protection Plan for a complex project. The plan must be based on the real work sequence, access method, structure, anchorage, workforce, equipment, weather conditions and rescue capability.
What Construction Regulation 10 requires
Construction Regulation 10(1) requires a contractor to designate a competent person responsible for preparing the Fall Protection Plan, ensure that the plan is implemented and amended where necessary, and take steps to ensure continued adherence.
Under Construction Regulation 10(2), the plan must include:
- A risk assessment of all work carried out from a fall-risk position, with procedures and methods addressing the risks identified at each location.
- Processes for evaluating the medical fitness required for employees working from fall-risk positions, together with the records.
- A training programme for employees working from fall-risk positions and the training records.
- Procedures for inspecting, testing and maintaining all fall-protection equipment.
- A rescue plan detailing the procedure, personnel and suitable equipment required to implement a rescue immediately after a fall incident.
Construction Regulation 10(4) further requires appropriate guarding of openings, safe work from fall-risk positions, suitable and sufficiently strong fall-prevention or fall-arrest equipment and secure attachment to a suitable structure or plant. Fall arrest should be used only where fall prevention is not reasonably practicable.
A site-specific Fall Protection Plan should address
- Exact work areas and fall-risk locations
- Work sequence and interfaces with other contractors
- Access by ladders, scaffolding, mobile elevating work platforms, temporary stairs, rope access or other systems
- Collective fall prevention such as guardrails, covers, barriers and platforms
- Work-positioning or restraint systems where applicable
- Fall-arrest systems, clearance, swing-fall risk, anchorage and compatibility
- Temporary and permanent lifelines, including design or approval information where required
- Fragile surfaces, roof openings, leading edges and material handling
- Wind, rain, lightning, heat and other severe-weather stop-work criteria
- Equipment issue, pre-use inspection, formal inspection, quarantine and maintenance
- Medical fitness, training, supervision and authorisation
- Communication and exclusion zones below the work
- Rescue scenarios, casualty access, suspension intolerance, equipment, trained rescuers and emergency escalation
Fall prevention before fall arrest
The planning sequence should first consider whether the fall risk can be eliminated by completing the work at ground level, changing the design, using prefabrication or selecting another method. Where elimination is not reasonably practicable, collective fall-prevention measures should be considered before relying on personal fall-arrest equipment.
Rescue planning is mandatory
The rescue plan must be practical for the exact system and location. Simply stating that emergency services will be contacted is not sufficient where a suspended worker requires immediate recovery. The plan should identify the rescue method, trained personnel, equipment, communication, access, casualty management and limitations of the selected approach.
Template or professional plan?
A template can be appropriate for a tightly defined, lower-complexity work method when a competent person can verify and customise every aspect. Professional development is advisable for roof work, temporary lifelines, multiple access systems, complex structures, difficult rescue conditions, fragile roofs, leading edges or work involving several teams and contractors.
